Duties, Powers and Liabilities
a) To develop strategies related to information processing, information and communication systems, and automation within the Supreme Council; to closely monitor technological developments in this field; to ensure that IT personnel acquire up-to-date knowledge in the field of information technology; to develop medium and long-term plans; and to initiate, execute, monitor, complete, and present IT project work to the Supreme Council within the framework of these plans.
b) To procure the necessary systems and equipment for monitoring, recording, and analyzing broadcasting services and to establish or have established these systems, using the studios of broadcasting organizations when required; to perform or have performed their maintenance, repair, and operation.
c) To manage information processing infrastructure, hardware, and software processes in conjunction with relevant units during the measurement of broadcast service viewing and listening rates, and provide the necessary information technology services.
d) To select, procure, and install hardware, software, infrastructure, and other elements suitable for the Supreme Council's information technology systems platform and requirements; conduct research aimed at increasing the efficiency of all systems and implement it.
e) To provide support from an information technology perspective for studies related to measuring instruments and equipment to be used in regulations concerning broadcasting services.
f) To determine, announce, and ensure the implementation of standards for the preparation, use, and fulfillment of requests for information systems.
g) To ensure the provision of backup systems that may be required to maintain the continuity of information technology services provided through existing systems when necessary.
h) To conduct work on information and IT security, establish security layers on IT systems, determine security policies, and submit them to the Supreme Council to ensure the protection of the Supreme Council's IT systems and the information contained therein.
i) To carry out quality and improvement studies for the efficient use of information systems, to take the necessary measures for the uninterrupted operation of the systems and the applications on them, and to carry out and have carried out the maintenance and repair work of all information systems that determine priorities within the framework of work plans.
j) To ensure the development of application software required and planned for information systems in the Supreme Council, making this software available for use with user manuals, and training users in its application.
k) To establish the necessary infrastructure for communication technologies such as the internet and intranet used by the Supreme Council, procure the required systems and application software, operate them, and keep them functional and up-to-date.
l) To ensure the establishment of technology-supported and citizen-focused information systems within the Supreme Council in cooperation with other relevant institutions and organizations and other countries, where necessary within the framework of e-Government applications.
m) To participate in events such as meetings, conferences, and seminars related to information and publishing technologies both domestically and internationally, and to closely monitor all innovations, developments, and studies related to these technologies and report them to the Supreme Council.
n) To perform other duties assigned by the Supreme Council and the President of the Supreme Council.
