Duties, Powers and Liabilities
As stated in Article 10 of the “Regulation on the Organization of the Radio and Television Supreme Council and the Duties, Powers and Liabilities of Its Service Units”, which was prepared on the basis of Articles 34, 36, 37 and 43 of Law No. 6112 dated 15 February 2011 on the Establishment and Broadcasting Services of Radio and Television, the duties of the Department of Human Resources and Training of the Radio and Television Supreme Council are as follows:
a) To carry out the work related to the work-force and human resources planning and personnel policy of the Supreme Council and its organization, and to submit such work to the Supreme Council.
b) To carry out the procedures relating to the personnel appointment, transfer, personnel records, retirement, disciplinary matters, staffing allocation and assignment of the Supreme Council and its organization, as well as other similar procedures.
c) To carry out the accrual procedures related to the financial and social rights and travel expenses of the President and members of the Supreme Council and its personnel.
d) To conduct studies and research on matters relating to the positions and numbers of the Supreme Council staff, their salaries, applicable additional indicators, the remuneration and financial rights to be provided, and social assistance, and to make recommendations to the Supreme Council on these matters.
e) To participate in and to carry out work on the procedures and principles for the selection and training of the Supreme Council personnel, as well as on human resources and other relevant legislation, and to ensure the implementation of the legislation by obtaining an opinion from the Legal Consultancy Office when necessary.
f) To conduct or commission work for determining the performance evaluation criteria and professional principles of the Supreme Council personnel, and to propose to the Supreme Council the organization of social activities and events aimed at increasing the personnel’s sense of belonging to the Supreme Council.
g) To carry out planned work, in coordination with internal and external units and individuals, regarding the training and development of assistant experts of the Supreme Council on matters within the Supreme Council’s field of duty.
h) To prepare long-term and short-term pre-service and in-service training plans aimed at training the Supreme Council personnel, to increase their efficiency and to prepare them for higher positions, and to ensure the implementation and follow-up of these plans.
i) To prepare the necessary plans for the training, education, and enhancement of the knowledge and experience of the Supreme Council personnel, both domestically and abroad, with the aim of increasing effectiveness and efficiency in services related to the Supreme Council's field of duty, and to ensure the implementation and follow-up of such plans.
j) To prepare the annual budget of the Supreme Council personnel and submit it to the relevant department.
k) To organize seminars, symposiums, panels, conferences and certificate programmes, and to award certificates, in cooperation with other relevant departments and the industry concerning the training of managers and employees of media service provider organizations:
l) To plan and propose to the Supreme Council studies that will ensure the participation of external training specialists and academic staff, in cooperation with the relevant departments, according to educational fields and subjects.
m) To carry out activities related to media literacy.
n) To carry out procedures regarding asset declarations, press cards, passport applications and trade union activities of the personnel of the Supreme Council organization, in accordance with the provisions set out in special laws.
o) To carry out the procedures for determining candidates for the positions of Director General and members of the Board of Directors of the Türkiye Radio Television Corporation, and to submit them to the Supreme Council.
p) To examine the matters proposed by the relevant Director General of the Türkiye Radio and Television Corporation concerning the positions and numbers of its personnel, their salaries, the applicable additional indicators, and the social benefits to be provided, and to submit them to the Supreme Council.
q) To have the transcription, brochure and book printing work carried out following seminars and courses.
r) To carry out the library services of the Supreme Council.
s) To perform other duties assigned by the Supreme Council and the President of the Supreme Council.
