Duties, Powers and Liabilities
International Relations Department operates in accordance with the By-Law No.28061 on the Duties, Powers and Liabilities of Organisation of the Radio and Television Supreme Council and its Service Units issued in the Official Gazette on 21 September 2011.
In accordance with the Article 7 of the above-said By-Law, the duties, powers and liabilities of the International Relations Department are as follows:
a. To carry out relations with relevant institutions and organisations inside and outside the country together with the Undersecretary of Legal Affairs in relation to the issues regarding the international legislation about radio, television and on-demand services and as for the technical issues, together with the relevant Departments, to implement regular and necessary negotiations with them, to evaluate the results and to submit its own propositions to the Supreme Council;
b. Without prejudice to the duties and powers of the Ministry of Foreign Affairs and the Information and Communication Technologies Authority, to represent the Supreme Council before the organisations being international legal person related to broadcasting services in the framework of the power it has been given by the Supreme Council; upon the Supreme Council’s decision, to fulfil its post of representing the Supreme Council before the international organisations not being international legal person to which media service providers are member; and to ensure, as proper to its procedures, within framework of the power given by the Supreme Council and having received the views of the relevant ministries and organisations, the ratification of the documents that are arranged in accordance with this item and do not bear any qualification as an international agreement.
c. To perform efforts and activities in accordance with the Law No.6112, European Convention on Trans frontier Television and its annexed protocol provisions and other provisions of international legislation to which Turkey is party; to make contributions in relation to the related Directives and other regulations;
ç) To carry out harmonisation efforts with the Acquis Communautaire in the field of broadcasting, to implement necessary negotiations with the related national and International institutions and organisations and; to submit the prepared studies on these issues to the Supreme Council;
d. To start contacts and negotiations with the authorised organisations in other countries in case that any inland-oriented broadcasting service ensured by the media service providers located outside the jurisdiction area of the Republic of Turkey through using any kind of environment is ascertained that its service contradicts with the national and international legislations;
e. To safeguard that the broadcasting services of the foreign-based media service providers under the jurisdiction of the Republic of Turkey are in harmony with the provisions of the Law No.6112 and the conventions to which the Republic of Turkey is party, to submit, when necessary, the possibilities of cooperation to be created with other authorised institutions and organisations of the other States to the Supreme Council;
f. To transfer the developments and experiences of the international institutions and organisations in the field of broadcasting to the Republic of Turkey; to share the developments and experiences of the Republic of Turkey with the international institutions and organisations; and, for this purpose, to prepare the Protocols of Cooperation with the regulatory authorities equivalent to the Supreme Council to progress dual-relations; to arrange training and certificate programmes and; to submit these to the Supreme Council;
g. To examine and state its views on all kinds of by-Laws and communications prepared in the body of the Supreme Council in terms of their conformity with the provisions of international legislations to which Turkey is party;.
ğ. To implement the activities to be carried out with international institutions and organisations in coordination with the related Departments; to follow on the advancements with these institutions and organisations and submit them to the Supreme Council;
h. To make the organisations of the international meetings to be held in Turkey; and as related to its subject, submit its propositions to the Supreme Council for observing and participating in any kinds of conference, seminar, fair and so on; to evaluate their results and submit its propositions to the Supreme Council;
ı. To ensure by cooperating with the related departments that European works are broadcast in the framework of the Law No.6112; to make preparations for the determination of the principles and procedures which will stimulate the promotion of the production of and access to the European works by on-demand broadcasting service providers.
i. To fulfil the other duties to be assigned by the Supreme Council and the Supreme Council President.
