a) To prepare the annual budget and financial statements of the Supreme Council in accordance with the strategies, objectives and targets determined by the Supreme Council, and with the relevant provisions of the Public Financial Management and Control Law No. 5018 dated 10/12/2003, and to submit them to the Supreme Council for submission to the Grand National Assembly of Türkiye.
b) To prepare the budget implementation results as final accounts in accordance with the relevant provisions of Law No. 5018 and to submit them to the Supreme Council for presentation to the Presidency of the Grand National Assembly of Türkiye.
c) To carry out the procedures related to the monitoring and collection of the Supreme Council’s revenues; and to manage and safeguard the Supreme Council’s cash and similar assets.
d) To ensure the payment of all expenditures of the Supreme Council and to carry out the duty of preliminary financial control.
e) To carry out accounting procedures relating to the revenues and expenditures of the Supreme Council in accordance with the provisions of the relevant legislation.
f) When debts owed to the Supreme Council are not paid within the periods specified in Article 42 of Law No. 6112, to coordinate with the relevant units and submit to the Supreme Council a proposal for the cancellation of the broadcasting licenses of media service providers.
g) To organize and conduct general correspondence and archiving services and activities.
h) To provide telecommunication, lighting, heating, cooling, ventilation and elevator services in service buildings; to carry out maintenance and repairs of these systems and renovations related to construction works; and to take measures regarding energy conservation.
i) To procure cleaning and transportation services, and to purchase water, electricity, natural gas, fuel, stationery and similar consumable materials.
j) To carry out the purchase, rental, maintenance, repair and renovation of immovable properties required by the Supreme Council, and the sale, rental and allocation of immovable properties belonging to the Supreme Council to other public institutions; to organize and carry out services related to the establishment and management of social facilities; and to purchase, lease, insure, maintain and repair vehicles required for the Supreme Council and its representative offices, and to administer vehicle-related services.
k) To carry out all procedures relating to the movable property of the Supreme Council and its organization in accordance with the Movable Property Regulation, which entered into force pursuant to the Council of Ministers Decision No. 2006/11545 dated 28/12/2006, based on Article 44 of Law No. 5018.
l) Where necessary, to carry out the procurement of temporary works or works requiring specific expertise, and to procure services for meetings, seminars, symposiums and similar events organized by the Supreme Council, as well as for training and consultancy services.
m) To carry out the necessary procedures to ensure that the members and staff of the Supreme Council and their dependents benefit from health services in accordance with the relevant provisions of the Social Insurance and General Health Insurance Law No. 5510 dated 31/05/2006, and to provide medical services.
n) To prepare civil defense, mobilization and wartime plans within the framework of the relevant legislation, and to take measures for the protection of service buildings against fire.
o) To procure services for Protection and Security duties related to the premises of the Supreme Council, to ensure security measures, supervise them, and regulate entry and exit in accordance with Law No. 5188 on Private Security Services dated 10/06/2004 and the relevant legislation.
p) To carry out other duties assigned by the Supreme Council and the President of the Supreme Council.
