Department introduction
The Monitoring and Evaluation Department is one of the main service units established to carry out the duties specified in Article 5 of the Regulation on the Duties, Authority, and Responsibilities of the Radio and Television Supreme Council (RTÜK) Organization and Service Units, which was prepared based on the Law No. 6112 on the Establishment and Broadcasting Services of Radio and Television.
The Monitoring and Evaluation Department is responsible for monitoring and evaluating the broadcast services of media service providers in terms of their compliance with international agreements to which the Republic of Turkey is a party, Law No. 6112, regulations issued under this Law, and other laws, and regularly reporting the results to the Supreme Council. If a violation is detected, the Department proposes the application of legal sanctions to the Supreme Council. Media services provided by media service providers under the jurisdiction of other countries, whose broadcasts are watched from Turkey, are also subject to international agreements and Law No. 6112, to which the Republic of Turkey is a party.
Broadcast content supervision can be directly carried out by the Supreme Council Experts, or it can be done by evaluating viewer complaints submitted to the Presidential Communication Center (CİMER) and RTÜK Communication Center. The supervision of sanctions, including warnings, administrative fines, removal from the catalog, program stoppage, temporary broadcast stoppage, and license cancellation issued by the Supreme Council, and ensuring that substitute programs are recommended to the President of the Supreme Council for the programs that are stopped from broadcasting, are carried out by the Monitoring and Evaluation Department.
The Monitoring and Evaluation Department also coordinates with the Licensing and Allocations Department to present findings regarding violations related to media organizations' logos and call signs to the Supreme Council. The Department is responsible for monitoring the application of the Smart Marking Protective Symbol System according to the established principles, coordinating with viewer representatives, tracking public service announcements and priority broadcasts, and providing copies of broadcast records requested by individuals and legal entities for a fee, as stipulated by Law No. 6112. Additionally, broadcasts during election periods are evaluated by the Monitoring and Evaluation Department in accordance with the decisions of the Supreme Election Council and presented to the Supreme Council.
