Department Introduction
The Department of Public Opinion, Broadcasting Research and Measurement was established as the main service department with in Law No. 3984 on the Establishment and Broadcasts of Radio and Television, Law No. 4756 on the Establishment and Broadcasting of Radio and Television dated 15.05.2002, the Press Law, on Amendments Income Tax Law and the Corporate Tax Law. Dated 15.02.2011, with the Law No. 6112 on the Establishment and Broadcasting Services of Radio and Television, Law No. 3984 was cancelled. Our department was redefined as the main service department in the 2nd paragraph of Article 43. There are 26 personnel working in our department. Our department has three main areas of duty. These are to conduct public research, to determine the procedures and principles of audience measurement, to supervise measurement activities, and to analyze citizen notifications received through the RTÜK Communication Center.
In order to measure the demands and expectations of the society in the field of visual and audio media and to reveal the changes in demand in this field over time, our department conducts public opinion surveys targeting different groups of the society on a regular basis every year.
In addition, our department, on behalf of the Supreme Council, receives the application of the organizations and companies that perform measurements (organizational structure), inspects whether the measurement is carried out within the scope of the procedures and principles specified in the Regulation, and determines the sanctions for the organizations and companies that do not perform measurements in accordance with the procedures and principles.
Finally, our Department reports the notifications sent from citizens regarding the broadcasts via the RTÜK Communication Center to the Supreme Council on a daily, weekly, monthly, semi-annual and annual basis.
